Dumpling Week
January 29th - February 4th | Restaurants Citywide
Every February, Portland celebrates its love for dough-wrapped delights with Dumpling Week, a citywide celebration featuring inventive dumpling creations that you won’t find anywhere (or anytime) else. Participating restaurants will serve up special dumplings not available on their regular menus, with each plate going for $12 or less, for dining in, take-out and/or delivery.
Portland Winter Light Festival
February 3rd- 11th | City Wide
For a few nights each year, the Portland Winter Light Festival transforms the City of Roses into a city of lights. Designed to bring light to
the wintry darkness, this free festival returns every winter season with imaginative works that combine light and technology to create
interactive experiences.
Cascade Festival of African Films
February 4th - March 5th | PCC Cascade Campus
The Cascade Festival of African Films shows us Africa through the eyes of Africans, rather than a vision of Africa packaged for Western viewers. The films celebrate Africa’s achievements, expose its failures, and reveal possibilities for a hopeful future. Although the films cannot represent an entire continent, we hope to encourage American viewers to become interested in and study African cultures. A hybrid virtual/in-person festival. Free and open to the public

Portland Jazz Festival
February 16th-25th | Various Portland Venues
PDX Jazz Festival celebrates Black History Month with a series of concerts and events presented over two weeks every February. Dedicated to preserving America’s indigenous art form by presenting internationally recognized jazz masters alongside local musicians, this annual festival usually includes education and outreach programs that extend into Portland’s schools and neighborhoods, as well as a generous offering of
free performances.
Portland Mardi Gras Parade
February 21st | Mississippi Avenue
Each year the Krewe hosts a Mardi Gras parade for everyone on Mississippi Avenue. This free, family-friendly event invites all to dress up and come dance in the streets. Krewe members decorate signature mini-umbrella ‘throws’ to hand out to lucky participants. Traditionally, the parade starts at Victoria Bar and proceeds down Mississippi Avenue to Cook St. near Ecliptic Brewing. Many venues along the way will have food and drink specials all day and after the parade.
